Con la Determinazione n. 211/2025, l’Agenzia per l’Italia Digitale (AgID) ha pubblicato la nuova versione del Manuale di compilazione dei metadati del Repertorio Nazionale dei Dati Territoriali (RNDT), disponibile sul portale ufficiale geodati.gov.it/rndt.
Il documento aggiorna le regole per la descrizione e la condivisione dei dati geografici detenuti dalle Pubbliche Amministrazioni (PA), rendendoli più facilmente accessibili, interoperabili e riutilizzabili. L’adeguamento risponde alle nuove disposizioni della Direttiva (UE) 2019/1024 Open Data e del Regolamento di esecuzione (UE) 2023/138, che identifica numerosi dataset geografici come dati di elevato valore.
L’aggiornamento è frutto del lavoro della Consulta Nazionale per l’Informazione Territoriale e Ambientale (CNITA)e recepisce i risultati del progetto europeo ISO & GeoDCAT-AP, condotto nell’ambito dell’iniziativa GreenData4All.
Tra le principali novità:
- la metadatazione dei dati del sistema IACS (Integrated Administration and Control Systems) relativi alla Politica Agricola Comune (PAC),
- nuove indicazioni per collegare dati e servizi, migliorando la rintracciabilità e l’interoperabilità,
- e l’aggiornamento del sistema di validazione del RNDT, che verifica la qualità dei metadati caricati.
Il portale RNDT mette inoltre a disposizione un esempio di file XML per la corretta metadatazione dei dati di elevato valore, utile alle amministrazioni nella compilazione.
Con questo aggiornamento, AgID consolida il ruolo del RNDT come strumento strategico per la trasparenza e l’efficienza della pubblica amministrazione digitale, in linea con le politiche europee sugli open data e sulla valorizzazione del patrimonio informativo pubblico.

With Determination No. 211/2025, the Agenzia per l’Italia Digitale (AgID – Italian Digital Agency) has released the new version of the Metadata Compilation Manual for the RNDT – National Repertory of Territorial Data, available at geodati.gov.it/rndt. The document updates the rules for describing and cataloguing geospatial datasets managed by Public Administrations, with the goal of making them more accessible, interoperable, and reusable by citizens, professionals, and private or institutional users.
The RNDT is the official catalog of Italy’s geospatial data, established under Article 59 of the Italian Digital Administration Code (CAD) and managed by AgID.
Through this catalog, public bodies make their territorial and environmental datasets discoverable and interoperable, enabling better data sharing and supporting the growth of data-driven services.
The update was required to align with the EU Open Data Directive (Directive 2019/1024) and the Implementing Regulation (EU) 2023/138, which identifies a wide range of geospatial datasets as High-Value Datasets (HVDs).
Under the new European framework, these datasets must be clearly designated as “high value” within their metadata, ensuring that users can easily identify and reuse them for research, innovation, and public benefit.
The new RNDT Manual provides detailed guidance for compiling compliant metadata, ensuring that Italian spatial datasets follow European standards for description, discoverability, and interoperability. The update is the result of joint work by the Technical Section 2 – Metadata of the National Council for Territorial and Environmental Information (CNITA).
At the European level, Italy, through AgID, took part in the ISO & GeoDCAT-AP pilot project within the GreenData4All initiative, alongside eight other Member States.
This project established common metadata annotation rules, improving the interoperability of national and European spatial data infrastructures.
The new RNDT Manual introduces several important improvements:
- Metadata guidance for IACS (Integrated Administration and Control System) datasets linked to the Common Agricultural Policy (CAP), including agricultural and reference parcels now classified as High-Value Datasets;
- Enhanced connections between datasets and services, to improve discoverability and usability in line with the INSPIRE simplified approach;
- Technical refinements based on long-term feedback from Italian public bodies contributing to the RNDT.
Tools and resources for administrations
Alongside the updated manual, AgID has released:
- an example XML metadata file for High-Value Datasets, providing a concrete implementation model;
- and an updated RNDT validation system, which checks metadata quality and compliance.
These tools help public administrations produce higher-quality and standardized metadata, ensuring transparency and reliability across Italy’s national geospatial framework.
The RNDT update reflects a growing European commitment to integrated geospatial governance, where metadata harmonization plays a central role in connecting national infrastructures under the INSPIRE Directive and the upcoming GreenData4All framework.
Italy’s contribution through AgID positions the RNDT as a model of interoperability and open-data compliance within the broader European digital ecosystem.
